prov/gni: Release resources prior to test exit #1370

In the RMA tests, it is possible that some resources may not be released until the err cq is read. This commit changes the tests to read the error cqes so that the errors are removed.

There were failures in the LANL-CI run of gnitests. Is this expected? If these are fixed by a recent checkin, I'd prefer this PR to be rebased and see if LANL-CI passes after the rebase.
