prov/gni: fix a problem in a criterion test

One of the fabric criterion tests was overlooking the fact that a layered provider may be returned from fi_getinfo even if gni provider wasn't selected.

This behavior wasn't being taken in to account by some of the criterion tests.

this PR is being used as a test of a change to the AWS jenkins PR checker. If it works, I plan to turn off testing of PRs opened against this repo and redirect it to the upstream repo.

The LANL-CI is expected owing to issue ofiwg/libfabric#3524. This is fixed upstream but not yet incorporated in the downstream repo.
