Fix incorrect check of FI_SYNC_ERR flag #1426

Checking the FI_SYNC_ERR flag is done incorrectly with && instead of &. This leads to errors if somebody provides the FI_MORE flag.

Thanks for making the fix. We don't take commits to the ofi-cray/libfabric repository any more, so if you would, please change the target of the PR to ofiwg/libfabric:master and I'll approve it there.
