Only works with english filenames #24

When I open a file with some filename in Russian, I get a new gibberish file. For example Opening a file titled 11-Класс.md a new empty file is created with a name 11-%D0%9A%D0%BB%D0%B0%D1%81%D1%81 - i.e. URL-encoded format (https://www.urldecoder.org/)

I think this may be related to #25. I'll start looking into a solution and would appreciate some help. Also, were talking on /r/UnixPorn about this plugin earlier, funny seeing you here.

I suspect that URL encoded format is not being properly decoded by the local REST api plugin?

This was most likely also fixed with https://github.com/coddingtonbear/obsidian-local-rest-api/releases/tag/3.0.3.

Everything seems to be working correctly!
