Set up dev web and db server #1

Create a fully installed omino server environment temporarily running on a pi at home, running a local mariadb database that the webserver can access to feed web clients.

Mariadb is now installed with sudo apt install mariadb-server, and a database user for myself from machines in the same network has been added, following this tutorial.

The webserver also works now.
