Localization remnants

The game is almost completely localized, I can't even believe it happened.

There are some little things left to localize:

• [x] page/buildings
• [x] page/payment
• [x] Debug strings and HACKMSG
• [x] Check carefully to see if there are still "wild" strings somewhere
• [x] Add missing de/en loca macros in loca folder

Did a quick check of the residuals, mostly minor debug strings remain, will be localized as other work progresses.
