Develop a methodology for responding to a false positive #138

Since the game is quite old and full of features, and also not all pages have HTML code preserved, we need to develop a methodology of reactions to an Issue where the author "remembers something, it was like this" or "you have it wrong, it should be displayed in this color". We need to figure out how to send such authors as loyal as possible.

Maintain a bug reporter rating where false positive is taken into account, so that this rating influences the weighting of the Issue.
