Deprecate build_mozc.py build_tools #223

For historical reasons, Mozc has been using two-pass build (build_mozc.py 
build_tools / build_mozc.py build).

However, now gyp is powerful enough to describe Mozc's build dependencies as a 
single dependency tree.  It would be great if we can build Mozc's binaries 
without 'build_mozc.py build_tools'.

In r211, build_mozc.py build_tools is deprecated except for OS X.

In r214, build_mozc.py build_tools is deprecated on all the supported platforms 
including OS X.
