improve sw spi speed #14

In the procedure
static int16_t ucg_com_arduino_generic_SW_SPI(ucg_t *ucg, int16_t msg, uint16_t 
arg, uint8_t *data)

the call to

  ucg_com_arduino_init_shift_out(ucg->pin_list[UCG_PIN_SDA], 

could be done during powerup and CD
