the dictionary wont download on htc legend #35

OWhat steps will reproduce the problem?
1.Go to settings
2.select folder
3.download 

What is the expected output? What do you see instead?
He has to download but he says that the folder isn't available.

What version of the product are you using? On what android version?
android 2.2 and version 2.81

Please provide any additional information below.

I use a HTC legend with android 2.2
