Many users have reported that the scroll bar will not appear once they have mods that go out of the range of the window. This is most likely related to the preferred size of the mods list in the SelectorPanel.
The sizes of the panel and possibly, the viewport need to be fixed so the scrollbar will appear when it is needed, again.
