[CEP-7] Proposal for Scheduling in Care #34

This PR proposes implementing a comprehensive scheduling module in CARE. The proposed module includes models and functionality to handle various scheduling requirements such as consultations, user activities, tests, investigations, and palliative care visits. The implementation is designed to ensure flexibility, scalability, and ease of expansion to meet the diverse needs of the system.
