Doc for design choices. Issue #1

This is the same content as in the pinned issue. This is required as a pinned issue as it is more visible to anyone looking to contribute to the repository. Maintaining it as the doc inside the repository too is painful.

We would move this to Contributing Guidelines when we write one.
