ok, jklmnn did a pull request (same timing as you) to put it under Libraries/Algorithm,Containers and Protocols.

Being the author of the package, I gave precedence to his pull request.

STOTP only implements a library interface but no usable application (except a really simple example CLI app) so I considered it a library.
