privacy radio buttons logic is inconsistent #63

Disallow to set item privacy to public if collection privacy is private.
i.e. disable top public radio button if bottom privacy radio button is set 
to private.

why?
what if i want to set all images to private and one of them to public? do i 
have to do 
it by hands?
