ImageShack's problem. It does not support russian tags. Looks like they support 
only 
english.
If you try to add russian tag from web page, it will not be added.

API does not understand russian tags in unicode and in percent encoding.

yes, only english tags are accepted by API, here is the list of characters 
accepted:
a-z
0-9
.
-
=
+
:
