Possible problem with Peruggia application #13

The Peruggia application works ok at first, but once you upload a new image 
file, the ability to comment on images no longer works.  It isn't clear to me 
if this is a problem with how the application is set up in OWASP BWA or if the 
original application has the issue.  This needs more research.

I added a new image to peruggia via the admin.  Made a comment on the new 
image, and on the hedgehog image.  Logged out, logged in as user.  Commented on 
the new image and the old image.

Not able to replicate the issue, maybe fix_file_permissions.sh fixed the issue?
