Upgrade ModSecurity to 2.6.x #45

VM is running ModSecurity from Ubuntu packages, which is 2.5.11.  Would be nice 
to upgrade for 1.0 release.

Updated in 1.0rc1 VM to use ModSecurity from SVN.
