help view for Mobilize is incorrect

It should be a simple hyperlink instead of a view with a bunch of lorem ipsum placeholder text.

The correct help link is http://mobilizingcs.wikispaces.com/help instead of the HelpView.

ok, this has been fixed on 2.10. We can deploy to the main lausd box whenever. @stevenolen
