Private response data shows on the plot but not on exported #272

A user with privilege access to survey data can see the private survey responses on the plot (Responses by privacy/Response Timeseries) but when it exports the private data got excluded.

For the Mobilize front-end, this is expected. Responses by privacy/Response time-series are used to track/monitor the ongoing campaign.. However, for the analysis and data export, only shared data are used (to avoid confusion in the classroom).

For the generic ohmage version, all should be consistent!
