investigate the Open mHealth schema definition format as a replacement for Avro. #350

This issue was originally to examine Protocol Buffers as a replacement for Avro, but since Open mHealth has a schema definition we should use it instead.

It has come up that Protocol Buffers may be a better choice than Avro for probes.

This is a Java library we can check out.

Quick update. We are now using Concordia. I am closing this because updates to the schema will happen there instead of here.
