[Bug] viewer for single layer resource breaks on mobile #149

Describe the problem

The map viewer on the resource page for a layer doesn't work on mobile.

Tried with Vivaldi and Chrome on Android.

Fixed by creating better and separate components for the layer and document viewers (document now zoomable, I think this is better??).
