Begin generalization of volume/map import process by moving more functions and classes into ohmg.core.

add the Save/Cancel buttons back in
less eager reloading of the multimask and preview components
There is a regression now in that the map preview doesn't reload when a new georeferenced layer has been completed. This could be triggered by a specific comparison of fetched annotationsets during the auto refresh process.
