Refine license and add all toolchain licenses #545

This PR refines the license section of the README file:

To specify explicitly the license for the source code, which is compatible with other open-source licenses,
To detail the content that gets redistributed during installation, from our own toolchain packages,
To help on how to fulfil the attribution clause of the project, using Oms in serial Topographe as an example.
