[ ] build docker image and push to quay repo
[ ] write sigprofilerassignment tool
[ ] determine other tools for sigprofiler to add
[ ] test sigprofiler tool

update: might not need this tool as you can run sigprofiler on an entire cohort (many VCFs). However, still need to make a dockerfile and build a docker image.
