Converting to LaTeX #13

Desperately needs more of a bibliography, but it's looking good.

I shall look at this tomorrow.

I merged because I did a first-pass edit of the whole thing today on paper. I think we need to reorder the rules: 1, 2, 10, 3, 7/6, 5, 4, 9, 8. Also 6 and 7 are basically identical so I was thinking we need another. how about "make sure older released versions are available"?

Whoops - does that mean I converted an out-of-date Markdown? Easy enough to re-convert if so.

All my changes were made on paper thus far. I started on the Markdown intro already but I'll merge the LaTeX and copy them over again there.

The last paragraph of the #10 could form the body of the rule. Not sure how much more needs to be said. I'll merge this and then work on the changes I made.
