  1. Minor editing on some existing rules.
  2. Merged two rules about depending on external programs.
  3. Reordered: 1, 2, 10, 3, 7/6, 5, 4, 9, 8
  4. Added a paragraph for a new rule about keeping old versions available - needs work.
