Consider whether to make version control/software engineering a full rule #45

Since merging the documentation rules, we only have 9, so we have room for another rule. Both reviewers mention version control and software engineering. Maybe it should be a rule?

Yes. I'll add this as a skeleton when I do the pass to reconcile rule numbers, then fill in.
