Update rule numbers and references, and make space for new rule about version control #48

  1. Added a new "Rule 1: Use version control" as a placeholder.
  2. Updated rule numbers for all other rules.
  3. Checked cross-rule references.
  4. Added new commands \rulemajor and \ruleminor to make rules and sub-rules easier to find.
  5. Updated the checklist to match the new rule set.
  6. Removed the "what we left out" section - it now had only one entry, so it looked a little lonely, and the full list of what we've left out would be very long.
  7. Removed the "bonus rules" section of the checklist so that the checklist matches the recommended rules exactly.
