Update wiki for Setup development environment #542

Hi,

I notice that the current wiki for How to setup plugin development environment is outdated as the current project is running on Devcontainers. I finished setting up the project on my local and wrote an updated instruction here. You can take this file to update the current wiki page.

I think it would be helpful for others to read the most recent instruction that works.

Hi @timnolte

Thanks to your input on our previous discussion, I was able to setup the code in my local repo. I hope this note will be helpful for others.
