Rewrite setup script to follow PEP 621 and PEP 440 #45

The script change dev VERSION to a new version that follow the PEP 440 specification. It also use the recommanded declarative pyproject.toml adopted in PEP 621.

Note that I hesitated to use current time instead of last commit time as dev number.
