Log levels #37

We have environment variable PRINT_LEVEL but do not consistently use different levels too well. Determine what each print level means and adjust logging prints accordingly

I initially thought of using this to print things for debugging purpose or for printing more information (like fragment energy, 1e-, etc...). Perhaps we can come up with a systematic way for this?
