Make shader translator API consistent #46

We have recently started using an OpenGL type interface which makes it 
inconsistent with the older API. Due to inter-dependencies between ANGLE, 
webkit, and chromium there is a desire to keep the API fairly stable.

Make the API consistent so that there are fewer chances of making changes in 
the future.
