.github/workflows/maven.yml:

Rename file to build-and-release.yml.

.github/workflows/build-and-release.yml

Add license header.
Switch to JDK 8.
Add release steps "Fetch Release Tag" and "Create Release".

README.md:

Add an introduction and references to "competitors".
Move section on installation and in its place add download instructions.
Add subheadings.
Align and split up platform and language codes.

pom.xml

Add release instructions.
Set explicit source encoding.
Update shade transformers and filters to eliminate warnings.
Bump dependency of org.htmlunit.
