How do you apply a .po to an app?

All the experience I have with translation .po files is at a site wide level.
(The Pinax project has 8 other language translations for tagging and other apps)

If I understand well you only have to decompress the .tar.gz I gave just a level
bellow your application folder. It should create the folder 
locale/fr/LC_MESSAGES
inside your application folder. I didn't tried it myself yet...
