add low-bandwidth warning in Desktop-Sharing for Clients

Also there is a need for a warning in the client.. if the Client
Applciation could not load the frames for the Desktop Viewer fast enough,
it will drop frames. 
So what needs to be done is:
- remember the last requested frame, sothat if MULTIPLE frame's have been
dropped the user will get updated will the LATEST and not the LAST IN QUEUE
- add a warning to the client that he has bad bandwidth and maybe should
ask the moderator the he should reduze the Quality settings.
