add user-roles to application #13

users must be altered through the application by administrator and users

There will be 3 roles at the beginning:

1. Users (can only alter their Profile)
2. Moderators (can manage Accounts in their Organisation)
3. Administrators (can manage all accounts and manage Organistations)
