users can be assigned to any group 

A Group is not a kind of Group like Admn / Moderator / user it can be some
kind of organisation unit like Employer, Conultant, Freelancer, CEO,
whatever organisation structure you got.

This could be used in a later scenario to hide or protect file from public
usage.

makes only sense if the FileBrowser can handle some group-rights
