Prep locale codes for 3.4 #31

Starting with OJS/OMP/OPS 3.4, we're not using country codes with locales unless they are required. For example, en_US becomes en. This PR adapts the Shariff plugin's set of languages to suit.

If I can also recommend -- PKP changed out the master default branch for main in its repos. I'd recommend doing the same to this repo so that the branch names match.

Once these two changes are made, please let me know and I can add this plugin to our Weblate project!
