Rename `sp:` to `shelter:` #2422

Problem

We currently use sp: in contract URIs. Following the shelter: URI scheme registration, we should use shelter: instead.

Solution

Change all references to sp: with references to shelter:. This is in all likelihood a simple search-and-replace operation.
