Define the config for the disaster scenario #10

We will have two sets of YAML file, one for the normal and one for the disaster.

I think this is not needed. I tried querying the disaster network after running the "./byfn.sh -m disaster" and everything worked fine.

This section of the documentation provides info about how to make config change transaction. They add org3 to a network with org1 and org2. We need to make a smaller change which is the policy.
