Bilinear & Blur filter will need for vobsub to look good
the black outline or border around text looks dirty

Vobsub format subtitle is a sequence of bitmap. Any scaling operation on it 
would reduce the quality. That's why it looks poor. Surely there are some 
scaling algorithms that may produce better result, but you cannot expect too 
much on them. 
Anyway vobsub is very old subtitle format, the last time I used a vobsub is 
when I watch spirited away. I don't think it worth the effort that required to 
make better suppport.
