Add 'Latest News' section to home page of OKD.io #1

Add a section too the home page for latest news. The content for this section should be added to the index.md page, but could be part of the page metadata or a section, possibly introducing a admonition? The home page must also display correctly if there is no latest news content.

Currently an admonition is being used, but this doesn't look great

Some options presented by Brandon - we need to confirm which we prefer so we can move to implementation:

we chatted about this issue in the community devel meeting today, i think if we can scope the work a little tighter here it will help us in finding more contributors.

for next meeting, @binnes when you are back let's take a swag at recording which option we agreed upon and maybe some hints about what action needs to be taken.
