Port Mags to ChezWEB 2.0 #1

We intend to improve the documentation of Mags, and the first step for this is converting Mags to ChezWEB 2.0 with no source code changes.

The initial port has been completed, but issues have arisen with the capture variables that need to be dealt with before the port can be considered complete.
