Farmer's data at PRIA's WFS service pria_avalik:pria_massiivid #51

Beekeepers need farmer's contacts to inform them about an apiaries near their fields (to coordinate pesticide poisoning etc). I'd like to add that information to https://mesilad.mesindus.ee/#4/58.63/24.98/alus-kobarad

PRIA provides WFS service pria_avalik:pria_massiivid (DescribeFeatureType), (GetFeature), but it doesn't contain the information about the farmer (name, registry code, phone, email).

Also, WFS address at https://opendata.riik.ee/et/dataset/p-llumassiivide-register/resource/60365449-1050-4479-b32c-483a80e23308 is outdated.

@infokujur I don't think I have the right to add labels, this one should go straight to PRIA

According to PRIA the problem is with consent: the current application asks for the beekeeper's consent to sharing the information and most folks do not check the box. A solution is apparently in the backlog. To be checked again with PRIA 01.10.2017

It's not about the beekeeper's contacts, but farmers ;) Farmer <> beekeeper in this context.

BTW, last weekend I participated at the beekeeper's event and covered exactly this subject in my presentation :)
