There were other organizations contributing data, but they were not doing it via harvesting. We should reach out to them and/or do a one time import of their data from the old (current) offenedaten.de.

@SebastianBerchtold - could you do this? We need to talk first about what gets imported and what not.

The non-harvested orgs were really very tiny, manual things, and are imported now. Closing this in favour of an issue or new issues for individual new harvester(s)
