3 template upgrade #4

upgrades template to work with latest CKAN UI. closes #3.

@jbspeakr Have you had problems to get the commits from https://github.com/okfn/ckanext-pdeu instead of fixing all the files manually?

I first got the pdeu commits, but noticed that I would have to fix some of them anyway (translation, etc), so I decided to adopt the pdeu changes file by file on my own. makes it more comprehensible in my eyes...

It will make it more difficult to adopt future changes since git cannot track what happened. It's not a huge problem for us since the extension is not that large and has already diverged a lot.

hmmm, right. so don't merge this - i'll do another push following the classic way tomo!

@jbspeakr If it's not too much work, this would be great. As I said before, this is not a big problem in this case.
