Govdata harvester should also import all data that *isn't* communal data and assign it to the city 'Deutschland' #41

Whether we actually show this on the map is another issue

This is somewhat more important as there is data 'missing' that was on offenedaten.de. On the other hand, there is very little data on govdata.de that is directly contributed, and it makes more sense to harvest from source (see #55).
