A large number of licenses were being ignored from govdata. These ones need to be added to the long_to_short function, but we need to check if they are badly spelled and in the list, or just something we can't find from the list, or not open and not in the list. If they can't be shortened, that's OK. Then whatever is stored needs to return a value from is_open. Fiddly work.
Then, the changes need to be applied to odm.catalogs.utils.metautils
