We have very basic functionality to email someone if we have an email if data is not open or the status is unknown. There is potential for more:

• Gathering of responsible people for dynamically added cities (e.g. scraper that looks at impressum*)
• Tracking of requests like Frag den Staat
• Use of Frag den Staat DB?

@mattfullerton I'd suggest 2 options:

1. Completing on okfn/ideas#41 (we are nearly there - need some input from @stefanw )
2. looking at https://github.com/okfn/ckanext-issues - basically this is about per-dataset issue tracking (think of something like github issues for a given dataset). This is already functional and being worked on and may provide quite a bit of what you need (at least if publishers actually owned the relevant datasets)
